Comcast is outsourcing to Giganews, and Giganews is a fee-based provider. They (Giganews) don't want to compete with themselves; i.e., if you want more download, they want you to pay for it. »www.giganews.com/ As it is, you appear to be getting the Giganews $7.99 plan for no extra cost on your Comcast account.
