Comcast is outsourcing to Giganews, and Giganews is a fee-based provider. They (Giganews) don't want to compete with themselves; i.e., if you want more download, they want you to pay for it.

As it is, you appear to be getting the Giganews $7.99 plan for no extra cost on your Comcast account. Seems like a pretty good deal, considering Comcast is not required to provide NNTP service at all, and was going to drop it at one time.
