How can they say people are happy with cable VOIP when most people in my area have slow downs with there cable broadband?
Dont you need a decent amount of bandwith to get good clarity?

This has nothing to do with that. Most cable providers route their VoIP traffic over their own private network before it goes to the PSTN.

First, you're making the false assumption that all cable networks are maintained like yours. Many people have excellent, consistent speeds with cable.

Second, digital phone uses its own bandwidth outside that used by internet. That's one of the big advantages of using cable MSO provided VOIP vs. indie VOIP like Vonage.
