I'm not on a 96/8 address, I have a static IP in the 71/8 range, but just wanted to confirm that I can get to that IP from my FiOS line.

Are you sure it's not on the server's end? 96/8 was still a bogon very recently, so it's possible that provider has an out of date bogon list and is dropping the packets.

Can you post a traceroute to that host from your 96/8 address?
