I Second Irish Shark 's advise... You Need to resolve your problems with the OS First.
Once you have that taken care of, then re-run the Tweak Test, and use "8000" instead of "8mb" in the Download Speed kbit/s: dialog box, and "pppoA" in the Connection: dialog box for a more accurate evaluation.

| Thank you both for your replies. Im sorry, but you misunderstood me about only booting in safe mode. That was BEFORE I used the recovery disc. My PC is like new again now - in fact it was probably a blessing because Ive gotten rid of all the junk, plus Ive now got the latest versions of most of the software I had before! My advertised Broadband speed is Tiscali Max 8mb. The little flashing tv boxes in the system tray indicate 8.3Mbps.

These have always been faster in the early hours of the morning.

| You may want to try changing your RWIN to 124960 by using Dr.TCP, and see if that offers any improvement... Other than that, your settings are "Tweaked" about as best as possible.
The only other thing that you can do, is to contact your ISP, and see if they can investigate the issue.
