The provider isn't limiting anything. It is the nature of TCP/IP. Since TCP IP works like this:

SYN
ACK
SYN+ACK

If you use a UDP Transfer, FTP, etc.. Then in one single session you would be able to see the full 15Mb. That is just the nature of having TCP/IP and it's error checking ability. The formula to figure out your possible bandwidth for TCP/Ip is:

Throughput=Window Size/RTT

So for example, if you latency to said site was 500ms then you have:

Throughput = 65535 bytes (The standard TCP/IP Frame/Window) / 500 ms ~ 1 Mbit/s

The faster your connection, the more you're going to see the limits of the servers you connect to. Also be sure you've tweaked your machine for 15mbps speeds. I also live in Reynoldsburg and when I dumped WOW and switched to Insight's 15 meg Turbo, WOW's CSR offered me 10 megs (when it's ready) and a CHERRY package to stay but I told them I only care about raw download speed.

I have several friends around Columbus that are on TWC's RR/15 meg package and we all have the problem of using speed test sites and getting odd results. But, when I fire up Grabit and open up all of it's 32? 36? connections to Astraweb, I get about 1800K/sec (1.8 megs a second) download speed. All the time! Also, when I use Download Accelerator and grab big game demos, I get right around 1.8 megs/second.

Due to traffic on the net, how crowded your node is....you probably won't ever see the FULL 15 megs. That's the nature of the beast. Heck, maybe my downloading is slowing you down since we're both in Reynoldsburg. :) When I had DSL (WAY back in the day)..... I would rarely see that line max'd out to the 3 meg potential I was promised. Another fact you'll have to get use to, some sites simply can't upload fast enough to you to max out your connection or limit how much bandwidth they allocate to a single IP. Typically, you never hit the advertised speeds, but you get close. I have the 10/1 package and I typically get over 10megs down and about 940K up from most test sites.

Where you download from will sometimes (and usually) be limited to that sites capabilities, or how many are downloading from there. Try using the sites here, or from their worldwide list to see some results. One of my favorites is here:
