14575 ft away from ISP base, can I get a decent signal ?

I manage a business, we use an ISP called PCS1 ( www.pcsca.com )using covad infraestructure.
They sell us 1M down 256 up but my speed tests read around 356/128, and the signal is pretty weak, it losses connection for a split second every now and then, our ISP claims they are too far (they claim around 12000ft) from base and wont try to get things better.
I contacted dslextreme and asked tyhem what they can offer me, they are offering their premium wich varies from 384 to 1500 down and from 128-384 up, thats the max they can offer me, I asked them how far is their central from us and they said its 14575 ft, they are using sbc/att infraestructure.
I would love to leave pcs1 if I know the next company is going to be at least 20% faster and stronger, could anyone share toughts with me? I would like to know If im going to see the same results with dslextreme.
By the way no one else is available for a static ip to me unless I buy a t1 and we do not have the budget.
COX, RR nor ATT will cover my specific adress.
Please reply!!!!!
I need to resolve soon

I would bet there are many other options which give you a static IP address which are lower then T1 options.

As far as your line question, there are a ton of variables with ADSL, and no one here can give you an honest answer with the limited info you posted.

I would be interested in what type of budget you need to stay in. If you plan on staying in the $50 range that you are probably in now, then you will be limited, $100+ will open up your options.

Do you have ADSL Line share, or a dry/dedicated ADSL loop?

You are really in the wrong area for this question, but i'll help you, and i'll ask a mod to move you to a better forum.

Does your current ADSL run on top of a current voice line ( ADSL LIne Share), or is it on a loop with no dial tone (dry line)

If you are using line share service, and switch to another ISP who also puts you on ADSL line share, then your loop itself isn't going to change, and your service would remain the same, but a dry line could (May be, maybe not) be different.

Log into your modem, and post your sync rate, and noise margins, both on the downstream, and upstream.

And in your budget you would be limited to ADSL, as SDSL, IDSL, etc will be above your budget, although lower then a T1.
