I for one would welcome it because then companies like Comcast don't have a leg to stand on, as this reduces the cost of transit by an order of magnitude.

Imagine if little Johnny is downloading that new movie release from the Pirate Bay, but over 58% of the traffic stays on Comcast backbone, never having to peer. Same with Time Warner and ATDN or the TBone.
