is there a site faq that explains exactly how a mail server and its mail que work once you get over your allocated limit???

That would depend on your mail provider, wouldn't it? I'd check in the provider's forum first.

I get an e-mail from my ISP telling me I'm dangerously close to my limit. I don't think I've ever gone over.

It's not a site issue. Each ISP probably has their own, individual method for dealing with the situation. That's why it was suggested that you post in your ISP/Mail Service's forum. No one FAQ would be able to speak to the issue.

Well I was just looking for general info on the subject. since the person im trying to explain this to wont listen to me.
with concerning mail size qouta etc.. and what ahppens when you go over that limit

I don't know that you'll find general info, because all providers will handle it according to their own policy.
