I don't know about power cycling helping this problem.
I guess anything is possible.
However, if I saw high latency on the router I would do these things:
(1) close all applications that are accessing the internet (I.E., instant messengers, etc) and look at the ethernet port LED that your PC is connected to on the router. You should not see any activity (unless maybe it's a flash every once in a while - seconds or minutes). if you do see any kind of steady activity then I would say you have some malware one something running in the background that is sending out data and you need to do a virus scan, spybot scan etc.
(2) boot your PC in Safe mode with networking (which should prevent any possible malware or anything else from running) and do some traceroutes in safe mode and see if you still see latency on the router. If you do - then I don't know - maybe you have a router or ethernet card problem.

Well this one could indicate
(1) something running on your PC causing latency or
(2) your node is overcapacity - but that could not cause the latency to appear on your router.
