Time for DSL access?

I'm just wondering how long it typically takes for DSL access to be granted for a neighborhood after new lines have been laid?

AT&T (Bellsouth) laid fiber optic lines in front of my parent's house about two years ago and they still do not yet qualify for DSL. I'm just wondering what could be the hold up?

I was over at their house this evening trying to look some stuff up on the Internet with their dialup connection and it was just really slow. I really figured once the fiber optic lines had been laid that they would be able to get DSL relatively soon, but it has been a couple of years since and their number is still not available for DSL.

Those lines could be going miles down the road and just happened to go past your parents house.

Its a fairly rural area, while I suppose its possible that they are still running the lines somewhere, I just find it doubtful. The company that ran the lines hasn't been seen in the area for quite some time.
