AT&T (Bellsouth) laid fiber optic lines in front of my parent's house about two years ago and they still do not yet qualify for DSL. I'm just wondering what could be the hold up?

I was over at their house this evening trying to look some stuff up on the Internet with their dialup connection and it was just really slow.
