A start....

Should've been at least 1.5Mbit, but it's a start. Sadly, this standard will probably last a long while.

I'd be interested to see the new penetration rates based on this new standard. I'll bet they're a weeeee bit lower.

clubs:		 Hey at least they are taking baby steps into the right direction. Thisis the US Gov't, it never moves fast unless its in their best intrest (read:political supporters and special intrest groups). Never when it would actually benefit its citizens.
