| Well, if you're declaring VoIP, which is intended to provide phone-type service, to be not phone, then it seems like a precedent is set to exclude IPTV from cable regulation... though cable regulation and phone regulation are two very different animals. |

ATT, Ed Whitacre, had been making this argument, yet they are slowly moving forward without challenging it in court. If it were cheaper for the Bells to proceed under the IPTV they would have already sued their way through.
