Is the determination made by the intention of the service (tv, phone, etc) or the medium it is delivered by (IP, COAX, Fiber)? |

| Well, if you're declaring VoIP, which is intended to provide phone-type service, to be not phone, then it seems like a precedent is set to exclude IPTV from cable regulation... though cable regulation and phone regulation are two very different animals. |
