Can you add a feature so that those not throttled can also plot themselves ... this way it makes seeing the mosaic of connections is easier.

This map is/was meant to show areas that have throttling enabled. Mixing the two is pointless, and only makes it harder to see the problem areas.

You are more than welcome to create another map.

No, right now you can't tell the difference between "this area is not throttled" and "this area is throttled but no-one has come by from there yet". For all we know from your map, the entire province is throttled but the GTA uses the forums most.
