Because the gov't/CRTC is too busy counting our tax dollars to fix this anti-competitive abusive collusion.

Anyone believe that the CRTC is there for the consumer - is completely out to lunch. It is an organization that is there to protect corporate interests that have connections to government. They dress it all up and sell it as helping Canadian culture, etc. How much culture is on television? It is all just business.... At least in the US the FCC sets down some rules to protect consumers (like requirement of firewire in cable boxes, or mandating open receivers that accept cablecable cards).
