The majority of Bell resellers do not have their own equipment as Bell is providing the transit from the CO to the reseller's network reducing costs substantially, however there are some like Primus that have their own equipment in some areas and it's still very limited.

This has been discussed for the past few days and would be the only alternative. Bell is still the last mile provider, as they own and provision the copper for voice and DSL, from the CO the traffic goes through Bell's nationwide ATM transit and then usually to Toronto where Bell sends off the packets to the provider's network.
