Canadian Bandwidth

So Bell Canada is the only source for bandwidth in Canada? Or is Bell throttling the connection between the CPE and the ISP front end network?

Bell Canada owns the majority of the lines in eastern Canada. They own the copper infrastructure, which other ISPs like Teksavvy rent access to. They are forced to share these lines by the government. All the independent ISPs have their own bandwidth, routers, servers etc that they have from other companies.

For residential use, there are two common delivery services for the last mile in Canada ... cable and Telco. Bell operates in Ontario and Quebec and their close relative Aliant, operates in the Atlantic provinces. Services out west are provided by Telus, Sasktel, and MTS Allstream.

For DSL over Bell lines there are several options ...

Bell always provides the copper.
Bell or ISP provides the DSLAM
Bell or ISP provides essentially first level routing services (It's here where throttling occurs)
Bell or ISP provides the backhaul to 3rd party ISPs.

So ... if you're one of the ISPs who provides the DSLAM and first level routing and the backhaul, this doesn't impact you. There are only a couple of ISPs that I'm aware of who do this.

Otherwise, you're hit with Bell's throttling.

Does anyone know where Bell is doing the throttling?

Apparently, by April 7th it's going to be everywhere you see here:

This was what I was asking about yesterday. I had assumed that Teksavvy had all their own equipment (including DSLAM's) and was a true wholesaler that only used the Bell last mile. While this clearly will cost some $$ for them to upgrade, if nothing is resolved Teksavvy (and others) might want to consider investing more in their infrastructure to provide a differentiated service.

Nope, Bell only control the provices of Ontario and Québec.

Teksavvy's users in the west (BC and Alberta) do not have that problem as the telco is Telus.

No... but this is about Ontario/Quebec primarily where about 80% of the ADSL offering is via Bell Canada - it's the largest ILEC in Ontario/Quebec so a number of ISP's get a wholesale "last mile" from them. Bandwidth itself (meaning transit bandwidth) is available from dozens of sources - but the ADSL loop itself is primarily Bell Canada except in other ILEC areas and those areas with CLEC's present...
