Issue with extreme lag

I noticed during the night, my ventrilo ping goes from 47 and whenever someone starts to talk it shoots up to 25,000+ Ping, Garbles any speach( to the extreme), makes it come out minutes later, then after a minute or so the program ( ventrilo) Will disconnect from server.( It will be fine during midday)

@bell.ca		 I have extremely long ping times as well. Can anyone comment on this? They say there is a "network problem" in the toronto area. what does this problem entail???

Bell throttles from 4pm - 2am. A quick search reveals many other complaints about ventrilo not working properly and these complaints were made AFTER Bell started throttling bandwidth.
