2 edits | Fairness? Once you throw in the concept of "fairness", you have lost all hope of a technological solution. It is no easier to define for networks than for a tax system. Everyone has their own definition, and all they really mean is that they want what they want when the want it, and everyone else can wait.
It would be far more useful to try to maximize the total number of bits for the greatest number of people (i.e., efficiency), consistent with the level of service they are paying for. Everyone who doesn't like it will continue to complain, as before. |
