The green light on your modem means that the wireless setting in your modem is turned on. Which means that if it is unsecured that anyone within the range of your modem. To turn the wireless off in the modem you need to:
make sure you are hardwired to the modem
open your browser
type in 192.168.1.1 in address bar
log into your modem (the user name is admin and the password is probably admin also... if that doesn't work try password)
Click on the wireless icon at the top
you should be able to turn the wireless off.
That will take care of the green light being on on your modem.
The dsl light is suppose to be on and solid. That is what tells you that you are in sync with Verizon.
The power light lets you know there is power to the modem. That also must always be green. If it turns red there is something wrong with the modem and needs to be replaced.
The internet light will blink when data is being received or sent through the modem.

#1 mine is the same, has been that way for years.
#2 It is normal.
#3 I leave mine on all the time. Except for vacations or power outages. If you want to save electric turn it off, you'll have to wait slightly longer while it reconnects though. I know people that do this too.

I have my desktop connected to Westell 327W modem router. We also use our notebook (wireless) with the Westell 327W modem router.

#1- When I look at the top of the Westell, I notice that the WIRELESS light (green LED) is ON, even though desktop is turned OFF and no one is using notebook (and it is turned off). Is this normal?
#2- The other lights that are also on (even though desktop is turned OFF are INTERNET; DSL; POWER. But I have been told that is NORMAL. I just wanted to know about the wireless light.
#3- I was told it is okay to leave the modem's power ON and that most people (if not all) leave their modems turned on continuously. Never turn it OFF.
