I'm wondering if the woman thought I was trying to transfer the registration rather than get a new one. The "new" DMV in Norwalk (on RT7) is much nicer than "old one was. The old one was on East Ave (RT53) in a tiny brick building and had a tiny parking lot that forced people to park on the street because the lot was always full. They had two one way signs, one for entering and one for exiting. The very first thing they would do on the drivers test is point to the entrance and tell the driver to exit from there. If you did they'd fail ou on the spot for failure to follow the posted traffic signs. Or the time we presented a driver permit consent form, printed full page by mistake from a PDF. The DMV lady got nervous and jacked us up for 20 minutes because it was too large. She finally consulted her co-worker. The solution? "Fold it in half." Hey now! Or the time my then elderly father took 5 vehicle renewals in, stood in line, and they told him "we only do two reg's at a time, so go back, take a number, and get in line for the others." He wouldn't budge, and won that one. Guess they didn't wanna wrassle an 80 year old at the counter. Or the time I took one 45 foot 15,000 lb flat bed trailer decked upon another 45 foot 15,000 lb flatbed to get the VINs checked. The inspector came outside and asked (I kid you not) "Can you put the top one down on the ground?" Guess he figured between the two of us... I said "No, but I brought a ladder."

OK that's enough. My head is about to explode just thinking about it.

My daughter moved to SC 4 years ago, and her CT license and vehicle reg were set to expire at around the same time, so she went to SC DMV to change both to SC credentials -- [gasp!] AT THE SAME TIME!

We researched the process online, and after growing up in CT, she was a bit apprehensive of a DMV, (she was the PDF girl - see above) so I stayed by the phone and computer for tech support. She called me back 10 minutes after walking into SC DMV, and reported: "It's all done."

I said "WHAT?" :-)

I think it all cost her around $40, and her driver's license expires in something like, 2020? Maybe all that warm weather in SC makes them not so uptight & worried about making the perfect little T's crossed, I's dotted bureaucrat world like we do around here.

Disclaimer - Over the years I've dealt with mostly competent CT DMV people, and don't blame them for the excessive legal grab ass & policy by agency that the powers that be have handed down over the years. I took a job as a caretaker in part to get away from the bullcrap of excessive regs, then the other day while building a 370 hay bale silt fence, we were told by the silt police that we had the bales wrong side down, and so we had to flip them all.

The Greenhouse one says "Charged at the time of registration for each new motor vehicle." So thats just a new car and not a used one right?

Two things wrong with that:

First, a transfer among family members is "immediate family" only; e.g., mother, father, wife, husband, civil union partner, daughter, son, sister, brother. Cousins, as per printed CT regulation, do not apply for a no-cost family transfer.

Second, you'd be committing a crime by saying there was no money transferred during the sale when there was. And, when they determine it's not a 'family sale', they will look up the "book" value of the car and charge you 6% of that (use tax), regardless of the fact the "sale price" was zero.

Sure, you can try it. And, you might get away with it. Then again you might not. Just explain to them that your cousin is giving you the car and no money exchanged hands. You will get plates on spot as long as you don't want personalized plates, and it takes about 4-6 weeks for the new title in your name to get mailed to you. It's a rather simple process just have all your paper work in order. I've sold/transfered many vehicles and none of them had any issues. Quick answer: you get insurance on the car, and you and your cousin both go to the DMV, togehter, with the old license plates, your new insurance card, the title, a Bill of Sale (form available there), and your checkbook. They can walk you through the rest there on the spot.

Long answer:

First, I'm assuming the car is already titled in CT, yes? If not, the process is different.

Second, I'm assuming all property taxes, tickets, and liens are paid? If not, it's a different process.

Third, I'm assuming the car is up to date on emissions? If not...well, you get the picture.

If all the above is true, it's not as painful. Your cousin will sign off the title to you on the back. He will also create a Bill of Sale stating when the car was sold and for how much (There's a form for it, but it's not required; the BoS can be something written on a piece of paper).

You must contact your insurance company with the vehicle information and VIN and get the car added to your policy. You'll need to get a proof-of-insurance card from them.

You then take the insurance card, signed title, and Bill of Sale to the nearest DMV office. You will fill out a registration form when you get there. With the above paperwork, plus a check for the sales taxes (6% of the sale price), registration and title fee, they will transfer the title to you, give you one of the copies of the form filled out as your registration to keep in the car, and they will hand over to you new license plates on the spot. You're done.

Your cousin should then take his old license plates and surrender them to the DMV (you guys can both go together and do it at the same time) and his registration will be canceled, and he will be issued a check (later, in the mail) for a refund of the pro-rate unused portion of his registration.

Until all of the above is done, in the eyes of the State your cousin is still the owner of the vehicle, including the requirement to maintain insurance on the car. If he cancels his insurance before he cancels his registration, it could generate a nastygram from the State and he could be in violation of DMV regs. On the other hand, as long as he maintains registration, insurance, and emissions on the car, it's perfectly legal for you to drive it, though he is still listed as the owner. Of course, he needs to understand that any incidents/accidents will go right back to him...
