I'm trying to find a definitive answer to this as well. I haven't noticed any throttling at any of my 3 business DSL lines, or my ADSL line (but I do live in the sticks), any throttling on these lines is going to be devastating for me, probably put me out of business or require expensive Ethernet or fiber installations that are out of bell's control.

I have official word from Deadpool on it; business DSL from Bell will be throttled, only static IP businses service will not be.

does HSA ADSL (non-pppoe) fall under "static IP business service"?

I don't know, but the following Bell packages have static IPs:

Business Internet High Speed Ultra ($99.95/mth)
Business Internet Optimax ($116.95/mth)
Business Internet Dedicated (varies)

Some of the access types for that third one are DSL (higher ones are copper/fibre), those may be non-PPPoE.

Get in touch with the CBC producer[1] who's looking for interviewees. This is the kind of story that needs to get out there to make an impact on the politicians.

"Some small business owners are worried tonight about being driven into bankruptcy by Bell Canada...."

Write the feds, too, if you haven't already.

Does that mean that if I get a business dsl line with a static ip from Teksavvy (around $65 total I think) - that I won't be throttled?

Also - do they determine whether to throttle or not based on assignment of static IP? If so, then just get a Residential one with a static ip.... I have not tested mine yet.

Then Bell's across-the-board throttling is anti-competitive. While this may only impact a small number of TSI's customer base, they should refer this to federal regulators as well as to their own counsel for legal action.

Aren't non-PPPoE customers handled over a different Bell internal network? In this case, wouldn't Bell have to know who's on a non-PPPoE static IP connection?
