I don't know, but the following Bell packages have static IPs:

Business Internet High Speed Ultra ($99.95/mth)
Business Internet Optimax ($116.95/mth)
Business Internet Dedicated (varies)

Some of the access types for that third one are DSL (higher ones are copper/fibre), those may be non-PPPoE.
