Then Bell's across-the-board throttling is anti-competitive. While this may only impact a small number of TSI's customer base, they should refer this to federal regulators as well as to their own counsel for legal action.

Aren't non-PPPoE customers handled over a different Bell internal network? In this case, wouldn't Bell have to know who's on a non-PPPoE static IP connection?
