If you had chosen Cod4 and not the old cartoonish TF2 your server would be full.
hardly any games have this "cartoonish" style, if anything it's not old but a breath of fresh air.

I own both games and they're different.

So uh, I may be a little slow at this but, what exactly is going on for this 'tournament' and such? The details seem to be sparse and spread about, is there any sort of concentrated form of them somewhere?

Few, if any, are playing TF2 playing for realism. This isn't a simulation.

The fun can be overwhelming though.

There's some tournament mode that Valve just added, might be worth checking into.

There seems to be some weird lag, like backwards lag when I was playing. Other players confirmed it.

I think the winner should have the most points, as in the TF2 system and not by K:D alone.
