Should this turn out to be true, it's actually a step to reduce competition. Storm has been providing wireless service as well as dialup, DSL, and cable Internet access for quite a long time (15 years?) in the Eastern Ontario region. Xplornet recently signed an agreement with the city to supply broadband to people in the metro Ottawa area who can't get it by traditional means (cable, phone line, WiMax) due to where in the city they are (metro Ottawa is the size of the GTA, York and Peel regions put together). They've been using their wireless and satellite solutions but this means that instead of building new infrastructure they're going to buy out a competitor to use theirs instead.
