The whole money lost thing is ridiculous. If I open a store, can I just immediately say, I believe we are losing a billion dollars a year from shoplifters without any hard proof. And then expect someone to lay down fees so I can get my billion dollars back for an amount that has not physical evidence to show it's accurate?
