They can so the same thing any startup ISP does, lease bandwidth from the major providers. Or they could have simply bid more then the winners in the 700mhz spectrum and setup a wireless ISP service.
Here is another thought to consider...many people have more then one ISP. I have my primary service (DSLExtreme) and then I have my backup/mobile broadband via Millenicom (Sprint's network). Would that then mean I get to pay $10/mo? Same goes for people who have dial-up as their backup connectivity option?
