I'll bet powerful House & Senate politicians had a hand in who gets the money.
Lobbyists. I don't get Alabama or Arkansas or S.Carolina but the others make sense--they have money. Of course, Georgia has more hills than Jenna Jameson.

Arkansas has a budget surplus and has for years. Maybe they are making these loans to states that can pay them back.

You may want to visit an Amish community. You would be surprised how many have solar panels. The furniture makers have electricity and phones in their shops.
