Switching process was seamless for me, although I was told by a rep that I needed to get a new modem (because I wanted to run both 'simultaneously' in the event that I didn't like 3web). Went to a The Source store and got myself a Moto Surfboard 5100 for $100, called 3web up, and gave them its MAC address. Just under a week later, my account was activated, and I just simply swapped modems to connect to 3web.
Reliability is pretty good overall, just shy of Rogers'. Only goes down once in a blue moon, typically during early morning hours (3am - 5am), for about 10 mins max.
Speeds are fairly consistent (by feel), although I don't run speedtests every hour.
No throttling. No caps.
Everyone seems to have mixed views / experiences with them, as you've already read, but I've been satisfied overall. Sometimes I really wonder if all the negative posts are legit, as 3web has been pretty solid for me throughout the year (or so) I've had it.
