Just a point on terminology, that Id really like to see change. Don't refer to ISP's doing this throttling. Bell Nexxia, that's doing the throttling, isn't an ISP. They're an infrastructure provider. Nothing more then that. For the most part - some 99.9%, the ISPs aren't throttling and *are* investing in constant upgrades to their networks. The Exception, of course, being Sympatico. Of course, I hesitate to call a company that was created for no other purpose then to infringe on the business of Bell's contracted ISP customers an ISP.
