That is the maximum charge for overage, your service will not get cut off once you hit the magic $25 number. Rogers still reserves the right to cut you off just like any ISP anywhere does, but this setup is identical to what Bell had, though Bell is abandoning it as of June and going the way of Videotron and causing people to re-mortgage their house to pay for overage fees.
