Throttling Technical Discussion?

I am hoping if someone can offer a more detailed technical explanation of exactly what is happening on the wire. Are they using TCP RST's or QoS, or a combination, or something else entirely?

The details on the Ellacoya site about their platform are sparse, but they do mention their products are built on some Unix or other, so depending on what has been implemented in hardware they could be doing damn near anything.

I think I'm going to gather some traffic dumps from the transition periods between throttle / no throttle and see what's there ...

I believe the Ellacoya boxes do shaping by actually delaying packets. This does result in droppped packets.

Cisco, so I understand do it by dropping packets. Doing it this way results in throttling because of the way most TCP/IP stacks work.
