Im sorry but what exactly do they mean by "open access."

It means you can use your own equipment (as in not locked to and/or restricted by a provider) on any compatible network. The Carterfone Decision referenced is what cracked the Bell stranglehold on phone equipment, allowing end users to buy and use their own stuff instead of renting everything from Ma.

In this context you could use any device with the proper technology, as in any smartphone or wireless tethering device not just those provided by the wireless carrier.
