The Carterfone Decision referenced is what cracked the Bell stranglehold on phone equipment, allowing end users to buy and use their own stuff instead of renting everything from Ma.
In this context you could use any device with the proper technology, as in any smartphone or wireless tethering device not just those provided by the wireless carrier.
