Downloading problems

Hi, I'm new here, and not exactly sure where this post needed to be, so this seemed most logical to me, anyway. My ISP is a local business called LEXCOM and I have a cable modem connection with them. Well, recently I started having strange download problems. My send receive rate was still just as good, but anytime I would try to download (via my browser or a file sharing system) it would go extremely slow. In the past day, downloading off of my browser is returning to normal, but anytime I try to download a file off of a P2P system, I get nothing. It acts as if it is connected, but I'll get nothing downloaded or uploaded. I checked around this forum briefly to see if this problem had been posted by anyone else, and I didn't see it so I figured I would post and see what your opinions were on it. Thanks in advance.
