Why do you need a static IP to download bins? Can't you downloading using a dynamic ip account?

Why is it limited to 1MBps?

The static IP is to off-set the cost of offering the service. You can get newsgroups with dynamic but it's purely text-based.

It is limited to 1mbps because that is the speed we subscribe to. However you are welcome to attain your own 3rd party usenet provider at your own expense and you would not require a static IP or would you have the limit.
