well my roommate is trying to get to

Some routers have traceroute disabled, so it doesn't mean there is no connectivity.

dcorreia join:2003-08-08 Mississauga, ON	Re: Peer1 dropping packets? I cannot traceroute to that address from my 69. ip, however from my router with a 76. ip its fine. It's the same issue I'm having tracerouting to Rogers Cable customers.
