I've never used VPN, but look for settings.

If possible, you can uninstall it, apply TCP settings, test and reinstall after if you want.

I believe Cisco VPN software hard sets the reduced MTU to allow for VPN header encryption.
This is set at 1415 to insure no fragmention even in the "worse case" (possible backdoor risk with fragmented VPN packets- was in a Cisco whitepaper a while back)
It will/may continue as long as the software is installed, even if it is never used.

Awesome, thanks. I tried setting the VPN MTU to 1500 but no luck there either. I'll uninstall just to see what the deal is. Thanks for the help - both of you!!!

IPv6 also adds header overhead (part of what Cisco software/hardware is allowing space for)
