Hello Glove,
At the end of the day both Velcom & Acanac use the physical Bell circuit. Therefore, if you are far from Bell's CO/Equipment your speeds will be limited with any ISP.
Network wise the primary difference would be that we both have our own network equipment and we use different transit providers which would mean different routes/latency.
As for Velcom, we do not have caps or filter/block any ports on the network. You may have seen all the threads here and Bell is now throttling third party wholesalers as well.
