It depends on the area, and if Bell has turned on packet shaping. Rumor has it that it's done if the area is congested, or is nearing congestion. Also if you are on a fibre/Gig-E fed remote, they should not be throttled.

Not sure how you came to that conclusion. VelcomMatt said:

In other words, you're throttled with all ISPs including Velcom.

velcom is saying they are not affected by the throttle. is this true? acanac users are saying the same thing. is bell juss picking on tsi?
