Rumor has it that it's done if the area is congested, or is nearing congestion. Also if you are on a fibre/Gig-E fed remote, they should not be throttled.

velcom is saying they are not affected by the throttle. is this true? acanac users are saying the same thing. is bell juss picking on tsi?
