Just as there are legitimate IPs on the list there are illegitimate IPs not on the list. c) Since the blocklists are freely available to anyone they know exactly what IP ranges are on the list and what IP ranges are not. d) There is nothing stopping them from using a outsourcing to another organisation with a different IP range.\| e) There is nothing stopping them from using a non-blocked, residential internet connection.
