 What does it mean when an address qualifies but not an apart

I entered in an address for an apartment complex, and if I choose just the address with no apartment selected, it says that FIOS is available, but if I choose an apartment it says it is not. The way the property is set up is there is a tiny house which is the management building and then there is the actual apartment complex, both on the same property. The actual management house is already using FIOS TV and Internet and they have brochures in their office available for anyone to pick up. I had asked personally if the apartments themselves were wired, and they said yes, but I don't know if I can believe them or not. I took a look at the poles outside and I see the FIOS equipment on a poll that serves the management house, but there is another pole about 20 ft away that looks like it serves the apartment complex and I do not see the FIOS gear on that one. I want to know if I can really get FIOS or not. It would be really frustrating knowing that a home on the same property can get it and a pole 20ft away is wired for it but I wouldn't be able to.

Sounds like an engineering issue. I think if you call their business office and provide them with both addresses (main and apartment number), they can submit something to the engineers to get those addresses "built" into their database.
