Because that's the agreements that they have in place for wholesale DSL lines. AT&T only allowed dry loop DSL with their arm twisted by FCC as a condition when they purchased Bell South, if I'm not mistaken. AT&T wouldn't even offer it themselves unless they 'had' to. Also, if I'm not mistaken, Verizon's cost for service makes up the difference anyways.
AT&T 1500/384kbps = $17.95-$22.95
Verizon 1500/384kbps = $29.95-$44.95

AT&T 3008/512kbps = $19.95-$27.95
Verizon 3000/768kbps = $39.95- $49.95

AT&T 6008/768kbps = $29.95-$34.95
Verizon 7000/768 = $99.95-$119.95

As far as VoIP, I haven't tested the 'bottom' limits of VoIP, however, you should be ok, as long as you're not doing anything on the PC/Internet with that kind of speed.
I use Skype VoIP (w/o phone number - calls outbound only) for $3/month unlimited, and it works very well - and included web cam service. Limitation is that it requires your computer to do the actual calls (I make use of a Motorola bluetooth headset from my cell phone).
It is pretty robust - being able to use port forwarded lines over SSH through proxy servers and still make calls.
