There are starting to be other legitimate uses for Port 80 and 443 for home users, such as Windows Home Server.
The majority of those users, I would assume, likely don't use huge amounts of traffic, especially since their connection will serve at a max of 1 megabit up. |

| If they're running Windows Home Server, it's largely just over the LAN. Even if you're running a home file server that you access on the road, it's against the AUP. But if you change the config around and keep it on the low, there shouldn't be too many issues. At least, as far as I know yet. |
