Radnor Township FiOS Availablity?

I am sitting here just off of Route 30 in Rosemont, Near Villanova Uni. and i see the FiOS Box on a pole right across the street and still the site says not available yet, but i see all the wires and such strung on the poles around every street near me and also on my street. Any idea as to what the delay could be?
