Both my Mac and PC are getting the same readings when on the network, and while connected directly to the modem. Download speed was down to about 3MBps yesterday afternoon as well, but it's now a steady 5.05MBps. Have you tried powering down everything (modem, router, PC, and anything else in the line) for a minute or so then starting it back up? That works for me when it gets bogged down.
